question about dmg

Well I know how people can be very touchy with a weapon depending on whether or not it is at max dmg, and that even one off of the max can make the value of it go down by a significant amount. I was just wondering if this was the case with the minimum dmg on the weapon as well?

For example: a 15-28 dmg bow compared with a 14-28 bow with the same mods.

Will the value of the 14-28 bow be much lower than the 15-28 one? Or does the minimum dmg not matter all that much.

No,it will matter much.if the 15-28 bow is like 15k,the 14-28 bow will be reduced by 3-4k.
