Way back in the day, _all_ the Raven Staves dropped by the Mountain Trolls (maybe all in general, not sure), used to be like that. They'd have no req, presear-item-like dmg but max base energy bonus. Guess it was a bug.
At some point a patch fixed it so they actually started dropping max, or near max dmg and the normal sorts of req. I used to have a ton them -- I wish I'd saved more than that one.
