Actually right outside of Port sledge is where you can get a 20/20 max damage blood req staff for 5 intracate grawl neclaces.

I have one for my necro, added Insightful Staff Head and Defensive Wrapping, and I'll never ever let it go.

Looks like others have already pointed to collectors for what's being asked but you may have a go with this too:
main item - Morgriffs Scepter (hoping to find something better for casting speed/recharge but it'll do)
off hand: Grim Cesta +27 Eng, +30 Health, -1 Eng regen
**collector is outside Dunes of Despair a lil ways n/w - take the telepad right outside town, then around the bend to the left - lots of scarabs popping out along the way - he accepts encrusted lodestones {5}. Get those from the Sand Ele's all over the desert.
With 1/2 scar pattern armour + offhand item, I have right at 60 Eng.

I haven't found or seen a better staff for blood necros than the desert collector one, and it's easy to get... once you hit the desert.
Cheap, max stats, and customizable. The 20% blood spell casting speed and recharge can be a life saver. Since you mainly cast blood spells, that's better than a 10% any-spell mod.
I bought mine in Ascalon for around 1k. If you have a friend or guildie in the desert he can grab you one.
