I've completed the quest of Oswalt's Epitaph, when it is completed my Quest log says that i must meet him but he's nowhere to be found ? So plz can anyone say me where he is

If this is the quest I am thinking about, he should have popped up right after you engraved the tombstone. You can always zone out and back in and follow the arrow to see if he reappears.

You have to find his grave and then click on it and his ghost will appear, once he appears speak to him and your mission will be complete.
