The weapon mods don't really matter (except I would like 3/-1 vampiric or +30 hp mods since those are the ones I'll be putting on it).Weapon requirement doesn't really matter either, but an 11 or less is preferred. Even if it is 13, however, I will take it as long as there is an understanding that I won't be paying that much for a weapon with that high a weapon requirement.
