Retroactive skill point bug?

I have 2 characters one that has roughly 355k, 403K Exp. When I killed my first guy to activate the retroactive skill points I received 2 points on the char with 355k, and 2 points on the guy with 403k. Is this what I should get? I'm not sure how much experience a player needs to hit level 20 is tehre a formula so I can check to see if these numbers add up.

20k exp needed in the past, 15k exp needed now;
For every 3 levels you had at 20k exp, you gain 1 skill point. Since 3 levels = 60k, and the difference between your 2 chars is only 48k, 2 skill points is a reasonable amount. Depending on where they are in their current level up, they might have just missed 3.
Edit: My character only got 8 skill points for over 800k exp, by the way.
