whats a illusionary weapon?

me and a friend were talking and the name came up, neither of us knows what one is..can you help?

its an elite mesmer skill that does damage in melee, regardless of weapon skill and conditions. IMO its the worst build in the game

It's an Elite (Illusion) Mesmer skill:

For 30 seconds, you deal no damage in melee, but whenever you attack in melee, target foe takes 8-40 Chaos damage.

The "IW Mesmer" is commonly a Me/W with maxxed illusion, IW, flurry and usually backed by Illusion Snares and DoTs. It's a pretty popular and reasonably effective arena build.
