Are you looking at it from a PvE or PvP perspective?
Cause many many mobs in PvE will simply cast right through Backfire and kill themselves while you're off interrupting something else..
It's a pretty deadly skill for PvE in my experience, and almost always useful somewhere. But yeah, an interrupting ranger will have to make sure they're only interrupting truly crucial spells while the target is under backfire.

Also if they are casting a long casting time spell and you don't have an interrupt ready/available and can get the backfire cast on them before they finish the spell... they will take damage from the backfire.
It doesn't matter that they started casting the spell before backfire got put on them because backfire gets triggered when the spell gets cast - thus it's irrelevant when backfire gets put on, only so long as it's on when they complete the spell.
