I do not know for sure, but my guess is that it turns a warm ( fire based weapon ) into a cold based weapon.

no it doesn't change a weapon.... lol it is a quest to chill a beer. LOL thats what ICE is FOR! lol It is one of the quests inside FS when you become a slave. Can't remember the little dwarfs name that takes you and makes you a slave, but thats what it is. The quests name I believe is "Cold One" or something like that.

There is a quest in SF. You receive a "warm one" which is apparently a drink or something, and you have to make it cold and return it to the quest giver. You get like 1500 exp, and its an easy quest that is repeatable (depending which of the quests you are doing in SF, that is)
