Ya if u don't have 8 earth, u will just not make max dmg with wand.
But i think elem need 7 earth for earth armor and 50% evade for all the group (14 sec)

correct me if i'm wrong but you get all the bonuses of your item if the requirement is not except, in the case of shields weak defense, and weapons weak damage.
but other than that you should get all the magical mods no req. met

Ya if u don't have a req, u don't have max dmg or max armor or not max energy (on a an ankh), Bump. I tested this wand with flame artefact and i have 40% speedcast fire, 30 % recast fire and 10% others skills recast. Its kinda impressive, i will maybe make a fire elem just for that if bids stay so bad ^^.
