Add to value:
- Rare Max Armor
- Health +28 (which is 2 pts away from perfect) Always

Decrease from value:
-Relatively High Tactics Req
-Not Perfect
-Only one mod
-Ornate Buckler is not of the most popular shields

i'd say it is worth around 20k
