The Fire Djinn is in Sorrow's Furnace at lvl 28 I believe. It looks like a big fairy that flies around and burns you while stealing your life. It looks so weak, but it's so powerful.

Knockdown from meteor shower (which is still useful even without winter) helps keep a djinn down long enough to take it out without any problems, and several showers make it just easy. Just note that it's a melee attack, and will use flourish to recharge it instantly, if it even has much of a recharge time.
