Yes.
The requirements are only related for the line where they are, just for what is between brackets,so in this case it will be for the dmg (only). If you don't have the 8 earth magic, you will deal less dmg, you will have penalty. Example: If you have a cesta that gives "Energy +12 (req. 10 Blood Magic)", and you have 9 Blood Magic, you will get less than 12 Energy.
