I would suggest Necromancer for Offering of Blood; but thats an elite way... later; go for mesmer now then switch later on; Mesmer energy steals take too long and for little energy they give you; plus recharge times....
The Vanguard
I say go for M/E

Mesmers hands down have the best energy management skills in the game. You can pick a few of them up to use for energy management.
My recommendations would be
Energy Drain
Inspired Hex
Drain Enchantment
Channeling
(Not necessarily all of them but some combination that you see fit).

I'll second that motion on the Mesmer. The list of skills I found useful are very similar to Sarus':
Energy Drain (or Energy Tap) - probably your most useful energy source
Channeling - only when I'm solo farming a horde of undead - otherwise the energy return is meager
Inspired Hex - I used it for a while but the recharge time is too much. And it doesn't give much in terms of energy.
Ethereal Burden - I used to use Shatter Delusions for a small return of energy while inflicting damage - not much return but a novelty.
But Energy Drain (Energy Tap) is the hot item for energy....

Mesmer or necro. Whoever said ele meant with Ether renewal, which means you have to run enchantments and constantly cast. you only get 1 energy per enchantment though, cus you cant put points into energy storage.
coldslammer
definenly mo/me
energy drain is a popular choice, stealing energy from a warrior or ranger is quite fun, usually u dont get much if your half way through a battle, elementists are pretty much garenteed energy steals
however if you want a decent supply of energy, mantra of recal is another option,

Arcanis the Omnipotent
I also suggest Mesmer. Inspiration Magic is by far the best for a Monk.
Defense stances, energy draining and even one heal spell.

I have a Mo/Necro right now and it has been a good combo. The main reason I chose it was for Offering/Well of Blood and Well of Power. I also plan to try a minion master solo build later on. My other character is a Me/Ele and I am close to the end of the game with him (ring of fire) so I can see the benefits of a Mo/Me as well.
I will say that during the Thunderhead Keep mission we were able to complete it, including the bonus, primarily due to a Necro using Well of Power and two Monks taking full advantage of it.

I'd say Monk/Ele and jump on the ER train before it's nerfed beyond use. It's a good way to keep your energy and health up even in PvP....eventually you'll have to change to Mo/Me though...as the ER nerf is undoubtedly coming.

ER is linked with Energy Storage, so although the OP will be able to smite, that doesn't mean he/she will be a good smiter.

Well you've already got a bunch of very sensible solutions, so I'm just going to throw one out there that's a little off-kilter.
I've got a Monk/Ranger with Ascetic's Armour and a staff for about 52 energy total. When things are getting heavy energy-wise, I use draw conditions on my party and then turn on Melandru's Resilience and watch my health and energy pools rocket back to full. Works really nicely, and it's extremely rare that I have any energy troubles on this char; he's great fun to play.
That said, it has taken me quite a while to build this guy up (probably never would have found that insightful mod without SF, lol), and I do find it a little maddening to play sometimes because both professions have so many great skills and there just ain't enough att points to go around. Ranger especially, curse them -- just jammed packed with goodness in every line!
In the end I just settled on high Wilderness for MR and Serpent's Quickness. Rest is pure monkage and it's great!

Me Energy skill take too long to cast and a longer recharge than Offering of blood.
its a fact; just look at the charts or even your skill window; if you have it unlocked.
Me skills you need to be within the battle; in harms way, those 3 seconds sum1 could die it can get interupted then what, also a reliance on enemy's; 3/4th a sec cast is way faster for output.
3 seconds plus cool down of 20 sec.
3/4th a sec plus 15 sec cool down.
but as i said before that elite is kind of in the distance; go mesmer now then switch.

Channeling alone is the best energy managment skill in the game, but it's not the only amazing skill the mesmer skill has to offer. You'll also have Hex breaker and Energy drain, two great skills.
Go for a monk/mesmer and never look back.

Mesmer Skills still rely on a Enemy; Hex; or a large group of enemy's |
You also forget that OoB takes 10% of your health which means it isn't very viable while you're being attacked which for a monk is most of the time.
Finally, how often have you been in a PvP match that did not involve an "enemy; hex; or a large group of enemy's"? I would venture to guess none. The point is between all your options you will always be able to gain back energy either through removing a hex, stealing it or positioning yourself aggressively for channeling.
The biggest complaint I hear about energy drain is that many times you attempt to drain a target that doesn't have energy. Assuming you are draining their monks which is normally the way to go early in a match if you only steal 5 energy that means you have 5 energy and the monk you just drained has 0. In other words, sure you might be hurting but the other team is hurting more.

I belive when i posted i only had 467 total faction... 0/467 faction used.
it has gone up but shut down mesmers are differnt from a primary monk healer; whos going to be attacking him anyway? the adrenaline based warriors, or huge energy based spikers... it all depends on the situation.
oh and dont forget these new flavors of always interupting rangers... that could hurt your spells aswell.

Yikes, forgot this was PvE. I guess in PvE it doesn't really matter heh. Still if you're planning to get into PvP might as well pick what you'd probably end up using which I think would be a mesmer secondary. OoB is much better in PvE than PvP since you can just run away from mobs and stay in the back and not get attacked.
