Who is the collecter that takes these and where are they located?

I have a crap load and wonder what they are for.

I must have 2 dozen of these things. Does anyone know where the collector is? For that matter, is there a guide to all the collectors? I pick up weird stuff - fangs, manes - and know that somewhere a collector is just lusting for this junk.
