it's a cane, not a staff.
domination magic. SWEETNESS, that just higher the value of your cane since domination is THE best mesmer magic imo.
i bought one like this yetserday, 10/9 Blood Truncheon for 2.5K. thats only cause the guy was crazy. Try to sell yours for 45K or so. if theres a green item that requires domination magic and is 10/10. then your cane is pretty much worthless.

The unfortunate thing for this Cane is that there's a green one with perfect stats, and it drops in Grenth's too.

Someone might want it though, as people still like their gold lettering. I'm not sure what it'd be worth now post-SF. Just go with whatever you can get.
