Enchanted items

Ok i have two enchanted items and have no idea how to activate them. I got a shield that gives +17 health when enchanted, how do i enchant them? Thanks for any help.

My understanding is that "when enchanted" refers to YOU, not the item. In other words, when you have a spell on you that is in the category of "enchantment spell", then you receive the bonus listed on the weapon.
