Where on earth can you get this now? Ive been everywhere.

D'Alessio Seaboard. Capture it from Riptide on the beach.

Muga Riptide occasionally spawns on the beach below the temple in D'Alessio- you should be able to capture it from him within a few tries. Otherwise, you'll probably have to wait until the desert or later before you find anybody who uses it.

On another note, the monk hero in the Thirsty River mission has Word of Healing, and if you're lucky to catch a sage monk boss in the Elona's Reach mission, they're using both Healing Hands and Word of Healing (gg A.net)

Where can i get Signet of Capture. I can't find it.

You can get Signet of Capture from Lions Arch

You have to talk to an NPC at the top of a hill beside the fountain. Her name starts with an "M" (sorry, don't remember full name off my head) She'll then give you a signet as a "quest". Once you capture a skill, you can buy signets every where else.
