Well - since my ele/mes build sucks bad, I decided to try ranger/necro.

Expertise 10
Marksmanship 10
Survival 6
Curses 7
Blood Magic 7
(199 / 200 attribute points used)

Distracting Shot
Throw Dirt
Mark Of Pain
Weaken Armor
Well Of Blood
Life Siphon

Mostly PvE, but if I decide to do PvP with friends I don't want to get owned

If you do PvP make sure you bring rend enchantments and shadow of fear. Probably the two best necros skills in the game and I noticed both of them are absent from your build.

5 attributes is spreading yourself thin and making your skills weaker than you probably should have them. I would personally drop Curses or Blood Magic.
