where to find skills

I am a new player... a e/mo13 specializing in fire, of course. I would like to know if anyione has found where to get the fireball skill???

I am pretty sure I bought it at the Grenbich Courthouse in the Diessa Lowlands.

do you have to be a certain level to unlock it?
