Salvage

Alot of people including myself are somewhat confused about salvaging items. What i would like to know, is when you loot an item, that is a salvage item AND has stats such +10 hp or whatever, what do you do with this item? When u salvage it, it will only become another cloth or whatever and lose its stats. How do you work this?
