I recently got a longbow for my n00b ranger. I found it a bit strange tho. These are the stats:
Piercing damage 11-18 (required 3 (?) Marksmaship)
damage + 15% while health over 50%..
Is this normal?

nope.. the only 15>50 collectors u can get are max damage

i didnt say it was bad, but ive never seen a bow this good with such a low req before.

There are some weapons and off hand items that are uncommon because of their low req. I once had a purple shield that was armor 8, no mods, but it had no req either. I used it on my monk for almost 3/4 of the game.

Yes, that can happen. I have a 9-13 Flatbow without requirement on my warrior (used for luring mainly, but I can actually even do a little damage with it
). I think Armor 8 is the best you can get on shields with no req.

Try the collector outside Sardelec Sanitarium if you don't believe me - she offers a Shocking Diessa Flatbow, 11-18 damage, +15%>50% health with +10% Armor penetration 10% of the time & has a 3 Marksmenship requirement. Please note this is not a max damage weapon, is available early game and is from a collector.
Funny because last time I checked this collector it used to only be 9-13 damage and had +5% energy, not the +10% sundering in-built. In fact my R/Mo still uses that weapon iirc (or still has it on her, can't remember which). Since they have changed what's offered, I might just be keeping my +5 energy bow.. hehehe

The bow he's using is a quest reward....my ranger uses it herself
Quest reward items usually have strange (sometimes excellent) modifiers and are very useful....e.g. -50 icon, villainy of galrath short sword, etc...
