it is also a quest reward but i forgot from which quest. i think from a piken square one. or it was one from serenity temple.
*edit: Supllies of the Duke quest. You get this quest from 'Gate Guard Hollis'. Who is on the ascalon side of the portal to 'The Breach'.

This is just the stupidest skill I've ever seen. -20 less armor is nothing when you get enchantments that give you +30 armor or whatnot. It also takes a full 3 seconds to cast and cost 10 energy. If it were to be reduced to 5 energy and 1 second to cast it may be an extra help for wars and worth to put on a skillbar.
