The Public version (read free) of the (ventrilo) server is hard coded to 8 slots per instance, one instance per machine and port 3784. The pro version requires business license and other things most gamers don't care about.
so, if you want to host more for free, teamspeak is the answer.

FWIW, my guild tried out Teamspeak, Ventrilo, and Skype.
Skype had the best audio quality (full stereo quality, much better than telephone!), but caused stuttering in GW.
Teamspeak had the lowest bandwidth requirements, but no matter what we did, the audio quality was horrendous, much worse than in telephone, more like in a toy walkie-talkie.
So we settled on Ventrilo. Easy to host, didn't cause stuttering/lag, roughly telephony-quality audio.
However, if you're on dial-up, Teamspeak might be a better choice because of its very low bandwidth demands.
