I've heard of problems with people not being able to see eachother, even in the same district, but that was a while ago and I think it was fixed.
In town there should be a drop down menu box in the top left that tells you what district you're in. If you and your friend are not in the same district, just change what district you are in by using that drop down menu.

You have to do it under the "manage your account" screen at the beginning... you can't do it in game.

we went to the international district, and a whole bunch of other districts, but we still couldn't see each other
