I have a couple weapons that Imporve Casting Speed and Improves Skill Rcharge. I'm wondering if these 2 situations stack:

Weapon:
Improves Casting Speed using (SKILL TYPE A): (Chance 20%)
Improves Skill Recharge using (SKILL TYPE A): (Chance 20%)
+
Offhand:
Improves Casting Speed using (SKILL TYPE A): (Chance 20%)
Improves Skill Recharge using (SKILL TYPE A): (Chance 20%)

and

Weapon:
Improves Casting Speed : (Chance 10%)
Improves Skill Recharge : (Chance 10%)
+
Offhand:
Improves Casting Speed using (SKILL TYPE A): (Chance 20%)
Improves Skill Recharge using (SKILL TYPE A): (Chance 20%)

My thoughts is that neither of them do stack.

They sort of do.

I know for a fact that your situation one *seems* to work out most of the time. Since my main is a fire Elementalist, I run the wand and focus from the desert, so it's just like the PvP gear of the same type. So it has on the wand, increased skill recharge, and the focus has increase skill recharge and cast speed.

As far as I can tell, I get the skill recharge very often (likely it is a check, such that if it misses the 20%, it checks the other 20%, and can miss that too)

I get the casting speed less often, but it's so wonderful when I do!

That's my idea of it.

I think I read somewhere that if one 20% chance doesn't work, it checks the other 20% chance.

This leads to a total of 36% chance if you have 20% on both wand and foci

4% chance of having both trigger with double the effect.

Uh, I think you mean 36% of one, 4% chance of both. If not, I'd love to see your math. I could post mine, but it's already been posted by other people in numerous locations.

20% means 80% miss chance.

On this 80% miss, there is a 20% chance on hit
which means 16% summed up to the original 100%

so 36% of all casts have boosted casting time

Now on the double effect:
on this 20% there is another 20% chance for another boost, which is 4% summed up to the original 100%

Double Trigger is Awesome.

Nothing beats an instant cast Meteor Shower

As far as "Zomg, that wasn't supposed to happen that way!" goes.
