sigil of capture ?

just wondering where do i get this ? is it true i need it to learn skills off monsters ? thanks

Would like to know it too, went till Fishermans Haven and couldn't find it..

I'm not sure where the signet of capture is found but yes it is true that you can learn skill off of monster but only bosses.
