The only time you use 16 in axe mastery is doing PVP...and i dont think that this weapon will be used in PVP because there are better performance weapons available. In PVE u generally dont want to have a superior rune in axe mastery seeing that ur main function is to tank (lowering ur hp by 75 is not a smart idea) (Most people use minor axe masteries i believe, its what i use which is the smartest).
