Title pretty much explains it, except for the requirement. Ideal stats would be as follows:

______ Shield (notice i did not say Buckler)
Armor:16 (req. 9 tactics or 10 strength)
Quick recovery from Blind

If it has other mods, please tell me. Post stats, prices and IGNs here please.
