Eh, I don't see what good "vs. hexed" would do for an IW build...besides, IW is a enchantment spell cast on yourself.
And I'm pretty sure +dmg anything only applies to physical damage. So either way it you won't be getting more damage (IF using this for IW). That's why IW is so nice, you can have 0 points in sword/axe and still get whatever damage IW gives you.
Damage modifiers of the weapon won't change your IW damage one little bit.

15% is tops, Anetshould change it to 15%dmg. to target foe PER hex, that would own i could see some build based on that.
Wouldnt be too unbalaced because you'd still have to hex the for repeatedly and maintain them
