This is a monk emergency +15 energy rod. I personally switch to use this item in cases where I need to cast some life-or-death healing but dont have the energy to do so. Use it with collectors healing ankh for instant +30 energy. You can also use both these items always if u have a BIP necro for some 'heavenly' healing.

Just to be precise, there are a few collectors who offer this kind of Smiting Rods (and even a Holy Rod), especially in Kryta, for example Brion Elston in Kessex Peaks (http://www.guildwiki.org/guildwars/i...s#Brion_Elston) or Seris the Red in Quarrel Falls (http://www.guildwiki.org/guildwars/i...#Seris_the_Red). They are not max damage but as you say these items are for emergency and not for damage dealing.
