Are guilds linked by account or character?

If I make a new character, will I have guild leader control over my guild on that new character?

Yes. If you make a character who makes a guild, then you deleate all your characters, your guild will still exist, and you will be in it on every character you make, unless one disbands it, then all your characters disband it.
