what do they mean when they say un-IDed superior vigor? is there such thing as salvaging an armor and having an un-IDed rune? please explain...

Yes. Expert salvaging any non-white monster armor yields an unidentified rune, ready for IDing and unlocking. Sup vig has only one symbol, so it can easily be discerned from other runes.

But then people sell un-ided vigor... like it matters if it isn't ID'd or not. It's just some stupid custom that somehow carried over from D2.

Actually it does. IDing a rune unlocks it for pvp for the player who IDs it.
