I was wondering whether speed buffs have any effect on bow attacks that prep another arrow. When I say prep another arrow I mean something such as Quickshot as opposed to Barrage, which just "counts" as your next shot.
Or is it just the distracting bow attacks that speed buffs have no effect on?

I think the Quickshot have it own base speed that cannot be modified. Every shot that have listed speed (or casting time) cannot be modified, but shots that use normal bow attack speed can be affected by stances and similarities.

Only thing is, if your ranger is already notching an arrow when you select an attack. He renoches another arrow adding to your fire time for that skill.

Yes he is right. If you use a skill he will stop the normal attack and begin special one. You can stop only normal attacks, not special attacks (special attacks are chained one after another)
