SUGGESTION:
For 6-20 seconds, target foe and all nearby foes suffer health degeneration 1-3.

I like the idea, but why dont make it elite and like this: For 7-30 sec. target foe and all nearby foes has health degeneration of 3-7

Yes, no spell on its own should cause -7 Degeneration.

But I do like the 1-3 idea.
