My Two Cents: Since noone else has really commented on it.
This is more of a skill to spam on the entire enemy group. Its low cost/low recharge.
The health degen -1 really..is nothing..its forgettable.
This baby is mostly just there to be a spammed Hex, that happens to cash in 20 seconds later when all the bonds start breaking and the necromancer gets a big chunk of health.
In PvE I cant think of alot of enemy groups that last long enough to get your worth out of this spell.
Just my newbie opinion though.

This is a great cover hex. It has a fast casting time and a really long duration. Cast one of your good hexes on someone, then slap this on top of it to prevent hex removal.

I use this skill all the time on my PvE Wa/Ne as his self-heal. It's a nice fairly quick-cast (compared to things like Unholy Feast), so I'm not out of the action as long when I need to cast it, plus I can cast it once before the fight.
You get the health boost when it ends, regardless of how it ends. So cast it on someone, kill them, and gain up to 100 HP the instant they die.

Great cover hex - and the 138 health I get is a nice boost especially when cast on dying people, or anything for that matter as anything that causes the Bond to end gives me the health

I'm fairly certain that if parasitic bond is removed, you'll be healed as well. So it's a GREAT cover hex.

Yes, since parasitic bond is removed it will end and you get the healing
This is my choice of selfheal on my necro but anyone can use it really.
Parasitic bond owns both in pve and pvp. +100 hp every 20 seconds anyone?
Just tag this on everyone and you get 100 health every 20 seconds x the amount of enemies you have hexed
