WTB Axe with Damage <50%

I am looking for an axe that has a damage mod when health is under 50%. The type of axe isnt terribly important, as long as it isnt the pick axe looking one. I would like for the damage modifier to be at least 13-14%, more if possible. Max damage of course. I don't want to spend a fortune, so mods aren't really a must either.
