how much would a base sword like that be worth? and how high would the value go up if it was modded with 10/10 sundering and +30 hp?

With a req that high and a damage mod not 15%, I would suggest you ask about 50K for it, and I would recommend not modding it. Its value would be about the same either way.

There was a time when people could buy a sword for 200K, add the two mods for 100K each, and sell the sword to someone for 600K. That is absolutely no longer the case. A req 8 15>50 longsword is only worth 120K now with garbage mods. And with flawless mods, which still cost 75K each, you are still only going to sell it for 150K if you are lucky.
