they plan on releasing expansions and updates "monthly" which will not be free. so if you want lvls, and you want more content, you still pay for the expansions every month. tricky eh?

Expansions, or chapters as they call them, have been planned to be released every 6 or so months. It's like any other game with expansions.
Difference with GW expansions/chapters is the content is aimed at being about the same amount as the original game and you won't have to buy them to stay competitive/active.
As for the monthly, I have never heard of that. What website do you get your information from?

There will be no monthly fees (ever), and the updates will be, as Kha said, every 6-9 months. They do have a lot to add, but they do have lives too
