Double damage reduction shields are an interesting market. They are excellent shields but very few people use them. Among collectors they are extremely popular and among very, very specialized builds they are quite useful, but most people would rather have a +45/-2 enchanted like Malinon's Shield. Because the market is small, demand is small and supply is small, these shields have perhaps the widest range of prices that they sell for, and much of their value is in timing and finding the right buyer. I have seen people dump them at merchants for 250 gp, and I have seen them sell for 500K. Most people sold a couple months ago at 30K. These kinds of shields have gotten a lot more attention recently, though. Though this one has a very high requirement, I would still ask 50K for it, and if you don't get any takers, just keep it and use it yourself. Though tactics is a superior stat to strength, most ignorant warriors have a lot more points in strength then they do in tactics, so many would be able to use it.

Actually, I disagree with the thought that "strength warriors" are ignorant. Both skills have their place in certain situations.
Running through more of the very difficult areas would require more tactics-based skills. But for the most part, most of the running (especially before you get some of the better stances later in the game) would be better suited to a strength shield.
For example, if you're a W/Mo, running with Mending, a 13 second Sprint and maxed out Endure Pain (+258 health boost for very sticky situations) is almost invaluable through areas where you aren't getting absolutely destroyed or knocked down. I ran through all of Kryta and Maguuma with this build.
I would also say that this shield would be very nice in PvP as well - very few warriors carry tactics-based skills in PvP (other than Fear Me), so strength shields would seem more suited to a damage-dealing warrior. They do use strength-based skills and stances quite often (e.g. Sprint, Rush), so this shield would have much more utility in those situations.

I didn't say that strength warriors are ignorant, I said that "most ignorant warriors have a lot more points in strength then they do in tactics." There is a big difference. I have equal numbers in strength and tactics, and now that there are no refund points, I occasionally boost one or the other higher depending on the situation. But if you take a random sampling of 50 ignorant warriors out there, and look at what they put their points in, 100% of them will put most of their points in strength, and 95% of them will think that strength points add armor peneteration to every single attack.

If you are an ignorant warrior, you believe that strength is clearly superior to tactics. However, if you believe that strength is clearly superior to tactics, you are not necessarily an ignorant warrior.

PS: the stance reduction would indicate the use of tactics or a certain elite str stance, so the 12 req is really a tradeoff that a smart warrior wouldnt be willing to take.

I'm sold on dual-DR shields. When farming griffs, I only use mending + live vicariously + a 3:1 vampiric sword and easily stay well ahead of incoming damage.
My damage reduction with just a major absorbtion rune and this shield:

...is -2 -2 -2 = -6 dmg/hit. That adds up to THOUSANDS of hit points of damage absorbed during any given farm-run.
