Im guessing it is the very last town with the top crafted gear. That I need to complete 3 quests to get to. Is this right? Does anyone have any good information about what is there?

Ascension is not level 20, Ascension is what happens at Augury Rock.

It's also not at the last town (or any town), but there are 3 missions to do right before it. It's an event, not a place.
