Does +1 attribute (20%) stack?

If I have both a weapon and off-hand item that gives +1 attribute (20%), is it possible to cast something at a +2? (granted, it would only be a 4% chance for both to hit though).

From what I've experienced, single hand weapons (not offhand items) do not exist with a +1 to any mod whatsoever (excluding warrior items). So whoever can find one of these will be upon a rare encounter, indeed...

Wands, Rods, Canes, Truncheons, and Deadly Cestas can only have +Energy, Improves skill recharge, and Improves Casting speed mods, AFAIK. +1 skill attributes for spells only exist on offhands, shields, and staves. So the OP's question is impossible to answer because the situation doesn't exist.
