Been playing around with this build in the Competition Arenas and a variant of it in PvE (subbing Chaos Storm for Spirit Shackles and sometimes Guilt for Mind Wrack). Sometimes I throw in Shatter Delusions instead of Spirit Shackles as well for some extra damage. Here's what you do...
Lead off the battle with a Spirit Shackles on a Ranger or Warrior. Now turn your attention to a caster, preferably one who's near other players. Cast Mind Wrack, then Energy Surge {E}. It should hit for 80 damage on your target and anyone close. If they haven't cast themselves out of energy yet to trigger Mind Wrack, hit them with Energy Burn. You've hit them for a minimum of 160 damage now in a very short time, so a heal is probably coming. Power Drain the next spell you see to gain back some energy. By now you've probably attracted some attention, so a Warrior or Ranger probably will start trying to beat you down, if they hadn't started to at the beginning of the battle. Spirit of Failure + Distortion spam should take care of any physical attacks and keep your energy stable. If they persist, recast Spirit Shackles to deny their energy-intensive attacks. After this, its sort of ad hoc. Keep kiting the enemies who attack you while burning through the caster of your choice's energy pool using Energy Surge {E} and Energy Burn. I use a 20% increased Dom. skill recharge and a 20/20 Dom. focus to attempt to lower the recharges on Energy Surge {E} and Energy Burn so that I can use them a bit more often than usual.
It's worked fairly well when I've used it, but I find myself with nothing to cast at times while waiting for my burn skills to recharge. Questions? Comments? Criticisms?
