What do you think is the best way to get perfect/close to perfect mods in PvE:
-selling un-IDed stuff and buying upgrades
-just IDing stuff yourself in hopes you can get perfect mods
I have all upgrades unlocked through PvP but I want to start using PvE characters in PvP (effectively).
The only thing I need are some superior runes for classes I never use as primary (ranger,mesmer).
My theory is this: If you ID something, chances are it will not be perfect. If I sell it UnIDed, I can be sure of the price being decent (because people want to unlock). If I ID them myself, I will most likely get stuff that is average, like +4 defense mods or 10/6 furious.

High-level monsters will drop better items/mods. Alot of stuff will be below maximum but keep trying and top items are guaranteed.

Dont know if it helps, but i find more gold runes drop in the middle part of the game than later on (not saying exactly where, but think undead).
I got 2 golds in a night there, more than i ever had troll of griff farming.

If you insist on perfect mods, then just buying them from others is the best way to go. Sell your unid'ed stuff just like you suggested, and use the proceeds to buy the stuff you want. Waiting for the perfect items to drop, them hoping that your salvage will successfully extract the right mod will take you a ton of time (and perhaps investment too in keys, etc), and time = money.
