How much do you need in blood magic for it to deal -4 pips of hp regen?

According to the GWOnline attribute calculator you need 15. I'm not sure how accurate their calculations are when dealing with + attribute items though.

You need a level 19 attribute to get that fourth pip.

4 for the second, 12 for the third, 19 for the fourth.

How can you have 19 in an attribute?

12 + 1 (head) + 1 (weapon) + 3 (Superior Rune) = 17

"Edit": =19 with that spell boosting attribute blood/curse by +2. But still am I missing something?

Lots of skills have breakpoints at 19. That doesn't imply that you can actually attain that lvl. The only people that can attain lvl 19 are elementalists with glyph of elemental power, and necros with awaken the blood. Everone else has a soft cap of 17.

For example, Distortion drains 0 energy at lvl 19, but you can never have a character with 19 in Illusion.

What about Life Transfer? How does a high Blood Magic level affect that?
