also would anyone know if i am guaranteed the vampiric hilt if i salvage or if it is random?

Salvage is random. You could end up with the vamp hilt, the swordsmanship pommel, or iron...
I haven't seen many items with non-perfect (in this case, 13% in stance) inherent mods sell for much.
Sorry, but I don't think I could even give a ballpark estimate on the value with today's economy - but I would imagine that any interest would be from a salvager interested in the hilt.
