How do I get the Signet of Capture [SoC] now?

How do I get the signet of capture now? It's not in Lion's Arch from the skill vendor there (which I expected it to be), and I hear you get it from a quest from the guy on the hill there. He wants a bunch of enchanted clay, and when you go into Northern Kryta Province up in the NE section of the map you can see the clay there, but I can't seem to find a way to get to it. Am I even following the right lead?

In Lions Arch inbetween the Fountain and the Exit where the henchmen are there is a krytan citizen standing on a ledge directly to the right of the path you'd walk down if you were walking to the exit from the fountain. That citizen has the SoC.
