Althea's Gift Issue

I was on the "get the pretties for Althea" quest, before I crossed over into OA. I cancelled the the quest, but then ended up finding all of the items. Now the NPC that gives out the quest never says anything to me but the same ol "how are you" kinda deal. Is this a bug or did I screw up?

you need to finish the quest before the academy ot if it is still available get the quest fresh

I had not yet done the academy thing when I had all 3 quest items. He will not let me restart OR complete.

The NPC will NOT, I repeat NOT give you the quest if you have the items in your inventory. I found all the items on accident, and had to drop them right in front of him for him to give me the quest. I then had to hand him the items one by one.
