btw, it totally sucks at attribute zero. its around 5 seconds i think, and strips all enchants, and causes exhaustion. the exhaustion is the killer part.

It's 10 seconds, and it's actually best (I think) at Energy Storage level 3. Using it with an Ele with Energy Storage 5 or over is stupid.
Ether Prodigy is one of my favorite skills, firstly because it's not really used, secondly because its a nice mana giver with non-Ele-primary professions.

Well, if you have some really big energy spells, then it would be a lot better at a higher level.
My N/E uses Ether Prodigy with no flaws whatsoever. Works better than Offering for me.

You realize that 5 seconds of energy regeneration 6 = 10 energy, right? ...
Take off the 5 it cost to cast it, and you're only gaining 5 from each cast.
The only reason it would seem like more is natural regeneration, which pushes you to 10 energy regeneration, or 3 1/3rd energy gained per second.
The actual energy regeneration equivalent you'd get is +3 energy regeneration with the loss for the initial cost usually, and +0 if exhaustion prevents you from gaining any energy.
If you wanted to balance out exhaustion, you'd only use it once every 30 seconds, for a total of .5 energy regeneration gain equivalent.
Glyph of Lesser Energy equates to about 1 energy regeneration, so that should tell you how bad Ether Prodigy at 0 Energy Storage is.

It's 10 seconds, not 5.

To answer your question, its at the Ring of Fire mission, on a breezekeeper in front of the gate.

Generally, before correcting people, you want to re-check your sources;
You were most likely going off of the outdated description, wherein it gave only +4 energy regeneration, but for a longer duration.
Even then, you'd get 13 1/3 energy over 10 seconds, 8 1/3 counting out the initial cost. That's still quite bad.
