Do Any One Know Where Crystalline Swords Can Be Found Besides Chests?

Yes, the are found in the Under World...as is the Fell Blade and Storm Bow

You can find Fellblades anywhere in the Southern Shiverpeaks and beyond.

As for Crystallines, there's Search.

Keep in mind that chests are no longer a viable alternative since they've been completely replaced by their locked counterparts. Most accounts that I've seen claim that the chests you open after completing underworld/fissure quests contain them, as well as the HoH chest.
